Jobs that Require a Positive LMIA in Addition to a Work Permit
In most cases, a Canadian employer who wants to hire a foreign worker must first obtain government approval. This is done to ensure that no qualified Canadians were passed over in favor of the foreign worker, and that the foreign worker was paid and received benefits that met federal and provincial standards. The approval from the government comes in the form of a favorable Labour Market Impact Assessment (LMIA).
In general, all Canadian employers must show that they attempted to fill job openings with qualified Canadian citizens or permanent residents before hiring foreign workers. Furthermore, after their employee begins working in Canada, employers may be inspected for compliance with government regulations.
LMIA Exempt Jobs and Foreigners
In some cases, a positive LMIA is not required to be eligible to apply for a work permit.
The following categories are exempt from the requirement of a positive LMIA; however, a work permit can be obtained without one.

- Entrepreneurs/Self-Employed Candidates
- French-Speaking Skilled Workers
- Global Talent Stream
- International Agreements (NAFTA, CETA, GATS, Canada-Columbia FTA, Canada-Peru FTA)
- International Exchange Programs
- Intra-Company Transferees
- Provincial LMIA Exemptions
- Religious Workers
- Spouse and Dependents of Foreign Workers
It should be noted that being exempt from obtaining an LMIA does not imply that the individual is exempt from obtaining a work permit. To work legally in Canada, all streams on the LMIA exemption list still require the individual to obtain a work permit.
